Qatar Committed to Address Terrorism, Promote & Protect Human Rights

Geneva/Information Office/ 10 March 2016/ The State of Qatar has confirmed to continue its efforts in addressing the phenomenon of terrorism, expressing keenness to further cooperate with the international community to promote and protect human rights and fundamental freedoms in the context of the fight against this phenomenon. This came in a speech of the State of Qatar delivered by HE Sheikh Khalid bin Jassim Al -Thani, Director of the Human Rights Department at the Foreign Ministry, before the 31st Session of the Human Rights Council held in Geneva on 29 February - 24 March under the Theme of " Interactive dialogue with the Special Rapporteur on the promotion and protection of human rights while countering terrorism and the Special Rapporteur in the field of cultural rights." HE Sheikh Khalid bin Jassim Al -Thani, said with regard to the Special Rapporteur on Terrorism's report, we would like to emphasize that the State of Qatar pays special attention to the promotion and protection of human rights and fundamental freedoms while countering terrorism as a threat to innocents' lives, security and stability. The efforts being exerted by the State of Qatar to address the phenomenon of terrorism is not decoupled from the international community's efforts, as the State of Qatar has contributed through its support for many anti-terrorism international mechanisms and also hosted and organized numerous conferences and meetings calling for counter-terrorism, he said. At the national level , the State of Qatar issued the Law No. 4 of 2010 on Combating Money Laundering and Terrorism Financing, he said, referring to the National Committee formed to follow up the implementation of international conventions on combating money laundering and terrorist financing. At the regional level, the State of Qatar ratified in 2012 the Arab Convention on Combating Money Laundering and Terrorist Financing and in 2008 the GCC Counter-Terrorism Agreement. At the International level, the State of Qatar ratified in 2014 the International Convention for the Suppression of Acts of Nuclear Terrorism and in 2006 the OIC Convention on Combating International Terrorism, HE Sheikh Khalid bin Jassim Al -Thani said. The State of Qatar hosted in May 2015 the 7th Coordination Meeting of The Global Counterterrorism Forum (GCTF), he added. With regard to the report of the Special Rapporteur on Cultural Rights, HE Sheikh Khalid Bin Jassim Al-Thani said that enhancing and protecting cultural rights are among the priorities of the State of Qatar and its reform policy in which the promotion and protection of human rights is a strategic choice as it was stressed in the Qatar National Vision 2030, and the National Development Strategy (2011-2016). The State of Qatar has established several important strategies and objectives aimed at making it one of the most important cultural countries on local and global levels, through the organizations of cultural events, festivals and seminars, he said, referring to the Decree No. 20 of 2015 approving the accession to the Arab Agreement for the Projection of Authors' Rights and Neighboring Rights (the amended Arab Agreement for the Protection of Authors' Rights - Baghdad 1981).
