Qatar Calls for Addressing Terrorism Phenomenon in Comprehensive Way

New York/Information Office/ 12 May 2016/ The State of Qatar has called on the need to resolve the phenomenon of terrorism in a comprehensive manner in which all international efforts to unite and take into account the roots and causes of this phenomenon, stressing Qatar's firm position in condemning terrorism in all its forms and manifestations, regardless of its source, location and perpetrators. This came in a statement delivered by HE Qatar's Permanent Representative to the United Nations Sheikha Alia Ahmed bin Saif Al-Thani during a Security Council's ministerial meeting on "Threats to international peace and security caused by terrorist acts". In the light of the comprehensiveness of the terrorism phenomenon and the threat it poses to international peace and security, the solution should be comprehensive in which all international efforts to unite and take into account the roots and causes of this phenomenon, and to reject any use of terrorism to achieve political or private goals, the statement said, emphasizing at the same time that fighting terrorism should be conducted under the international law, the rule of law and the protection of human rights. The State of Qatar affirmed in its statement that the growing threat of terrorism witnessed by the region is contributed by policies of some regimes that have an interest in the existence and expansion of these organizations, in order to be a partner in the international campaign against terrorism, and prolong survival after being rejected by their own people and the world due to their criminal policies and serious violations of the international and humanitarian Law and the human rights. The statement also emphasised that the Syrian regime that used chemical weapons, starvation, indiscriminate bombing of civilians and the destruction of infrastructure and the fortunes of the Syrian people is exactly the terrorism. The statement indicated that the lessons learned from the growing of terrorism confirmed that it did not arise from a vacuum, but it grew and evolved in fragile environments, and was assisted by policies that do not give importance to political, economic and social problems afflicting society, stressing that the success in uprooting terrorist groups depends on addressing the causes that lead to the creation of an enabling environment for the growth of these groups. The State of Qatar, in its statement to the Security Council's meeting at the ministerial level, called to adopt a broad approach to address the roots of terrorism and its causes, noting that it does not intersect and reduce the importance of the immediate military response to the imminent danger posed by terrorist groups, adding that the military response must not come at the expense of addressing the causes of terrorism and its origins and motivations. The State of Qatar affirmed on all occasions that terrorism should not be linked to a particular religion, race or culture, the statement said, adding that any attempt to associate terrorism with any religion, culture, civilization nationality or group will give a pretext for terrorists to justify their terrorist acts, and the recruitment of young people. Qatar also stressed on the importance of respecting religions and the values of tolerance, saying that religions do not advocate terrorism, but urges on tolerance, cooperation and collaboration, according to the statement. The statement underlined that on the basis of Qatar's policy, which pays special attention to combating violent extremism, it and other countries requested to convene a high-level meeting of the General Assembly on children and young people affected by violent extremism. The meeting will take place on June 3 as part of international efforts to combat the roots of terrorism. In addition, because of the important role of education in protecting children and youth from extremism and terrorism, Qatar has initiated educational and training programs for Syrian refugees, in order to ensure they have their right to education and to rescue them from the danger of extremism and terrorism, the statement indicated. The State of Qatar renewed in the statement its condemnation of terrorism in all its forms and manifestations, regardless of its source, location and perpetrators, and its commitment to regional and international cooperation to combat terrorism as well as to continue strengthening partnership with the United Nations agencies in this regard to promote international peace and security.
