Geneva/Information Office/29 September 2016/ The State of Qatar on Thursday renewed support for the return of legitimacy in Yemen as the only way to ensure its security, unity and stability. This came in Qatar's speech by the Second Secretary at the Permanent Mission of the State of Qatar to the United Nations Office and other international organizations in Geneva, Al-Mohannad Al Hammadi, on the General Debate for the item (10) on Technical Assistance and Capacity Building- Report of the High Commissioner on Human Rights Situation in Yemen, before the United Nations Human Rights Council (UNHRC) 33rd regular session. In this context, Al Hammadi stressed Qatar's keenness to continue its efforts aimed at alleviating the humanitarian suffering of the Yemeni people by providing aid and facilitating their access in collaboration with the United Nations along with national, regional and international relief organizations. It is clear that the significant deterioration in the security, political, economic in Yemen is the result of the military coup carried out by Houthi militias and forces loyal to ousted former president Ali Abdullah Saleh, he said, referring in this regard to the violation of Yemen's legitimate and constitutional authority of President Abed Rabbo Mansour Hadi, human rights violations and crimes against the Yemeni people, the destruction of state institutions along with their ultimately hopeless attempts to legitimize the coup by forming the so-called illegal (Political Council) and refusal to sign the UN roadmap document presented by the UN envoy to Yemen during the talks hosted by Kuwait outlining a practical plan to end the conflict in Yemen. He urged the international community to exert more efforts end to the coup, push for the resumption of the political process in accordance with the GCC initiative, its executive mechanism, the outputs of the national dialogue and UN Security Council relevant resolutions. The Presidential Decree on the creation of an independent commission of inquiry to investigate alleged rights abuses came to meet the international and national claims and the implementation of the recommendations and relevant resolutions of the UN Human Rights Council, Al Hammadi said. The Qatari diplomat welcomed the First National Committee's Report submitted on 15th of August 2016 which proves its eagerness to overcome all difficulties and challenges, stressing the importance the role it plays in promoting and protecting human rights in Yemen and as well as achieving justice, accountability and fairness. He urged the UN High Commissioner for Human Rights to provide all the required technical support, which would enable the National Committee to carry out its functions, based on its needs, especially in the field of monitoring, documentation and investigating allegations of human rights violations in accordance with relevant international standards.
