Qatar Reiterates Commitment to Humanitarian Action

The State of Qatar has reiterated its commitment to humanitarian action based on the principle of cooperation, partnership, impartiality and neutrality, expressing confidence that the efforts of the international community will have a positive impact in facing and overcoming the pressing challenges facing the international community and to advance the implementation of the 2030 Sustainable Development Plan.

Al Hammadi said that the humanitarian and relief assistance provided by the United Nations is becoming increasingly important as humanitarian crises, conflicts, large movements of refugees and migrants and the frequency of disasters have increased, resulting in enormous human suffering, displacement and an increase in the number of People in need of humanitarian assistance, placing a burden on the United Nations and all concerned partners in efforts to address humanitarian and development challenges and coordinating humanitarian action and providing assistance. "

The State of Qatar was deeply concerned about the report of the Secretary-General under this item, which referred to the unprecedented levels of food insecurity and the standard levels of forced displacement, where more than 65 million people had been displaced by conflict, violence and persecution throughout the world, he noted, adding that millions of others have been displaced by disasters associated with natural hazards, as well as by the report of the Secretary-General entitled "Assistance to the Palestinian people" on the economic and social repercussions of the Israeli occupation on the living conditions of the Palestinian people, Humanitarian emergencies throughout the Occupied Palestinian Territories.

He said that while the State of Qatar highly appreciates the efforts of all humanitarian and development actors, "we particularly commend the pivotal role of the Central Emergency Response Fund in providing quick, effective and life, reiterating that the State of Qatar would continue to support the Fund to enable it to continue to fulfill its mandate.

"The State of Qatar's foreign policy is based on the principle of cooperation and partnership to face common challenges, and in the belief of the State of Qatar in these constants and in view of the urgent need to end human suffering and create conditions for sustainable development, he added . He noted the State of Qatar has always been an active International peace and security through its diplomatic efforts at the regional and international levels, its distinguished international relations and its role in the peaceful settlement of crises and conflicts. He stressed that the State of Qatar, through its responsibility and commitment to strengthening its regional and international partnerships, will continue to play an active role as a reliable international partner in humanitarian response efforts, promoting development and building international peace and security by continuing the development and humanitarian initiatives and assistance it has provided to countries facing economic crises and humanitarian and natural disasters.

In recognition of the importance of financing humanitarian assistance activities, the State of Qatar had supported and cooperated with United Nations agencies in its humanitarian efforts, he said, adding that the State of Qatar had recently pledged $ 40 million as an unearmarked amount over a period of several years to the core resources of the Office of the United Nations to become the largest donor to the Office for the Coordination of Humanitarian Affairs (OCHA).

In addition, Qatar's Deputy Permanent Representative to the United Nations, Abdulrahman Yacoub Al Hammadi, said that while recognizing the pivotal role of the Central Emergency Response Fund in responding to the most pressing needs and meeting urgent humanitarian needs, Qatar has previously supported the Fund. This year, Qatar pledged $ 5 million for a five-year period. In November 2017, the State of Qatar signed an agreement with the United Nations High Commissioner for Refugees (UNHCR) to provide a total of $ 6 million to provide IDPs in Iraq with basic needs in Nineveh province, he added.
