Qatar to Support Multilateral Development System

The State of Qatar has underlined that it will not hesitate to support all international efforts aimed at strengthening the multilateral development system, in line with its positions in support of United Nations organs.

This came in the statement of the delegation of the State of Qatar before the Second Committee (Economic and Financial) of the United Nations General Assembly on item (25) "Operational activities for development: South-South cooperation for development", delivered by Mansour Abdullah Al-Mahmoud, member of Qatar delegation participating in the 73rd session of the General Assembly of the United Nations.

Mansour Al-Mahmoud said that the Sustainable Development Plan 2030 and the Addis Ababa Plan of Action of the Third International Conference on Financing for Development emphasized the importance of revitalizing the global partnership on the basis of a spirit of enhanced global solidarity, where the international cooperation the best way to meet the requirements of these historic agreements and the sincere desire of the international community to take comprehensive action conducive to transformation, taking into account different circumstances, capacities, needs and levels of development and respect for national policies and priorities.

He noted that the sustainable development plan for 2030, which had pledged not to leave anyone behind, required changes of no less importance to the United Nations development system, praising the vision of the Secretary-General of the United Nations on the reorganization of the development system to ensure its capacity to support the efforts of Member States in order to achieve sustainable development.

He stressed the importance of the revitalization of the role of the resident coordinator system as one of the most important elements of the United Nations development system restructuring and, therefore, the provision of finance as a crucial instrument for success in that endeavor, noting the importance of the quadrennial comprehensive policy review of operational activities Undertaken by the United Nations system for development, as the principal instrument for making operational activities better able to support countries in their efforts to implement Plan 2030 in a coherent and integrated manner.

The Sustainable Development Plan for 2030, he said, recognized the important role of South-South cooperation, and the report of the Secretary-General of the United Nations under this item noted that there was a growing consensus throughout the United Nations system that South-South learning, policy coordination and the transfer of expertise and technology among them are effective means of accelerating the achievement of sustainable development.

In line with the State of Qatar's policy of promoting cooperation and partnership to meet common international challenges, the State of Qatar attached great importance to the consolidation of South-South cooperation as a key factor in achieving the goals of sustainable development,Al-Mahmoud said .

As part of the international system, the State of Qatar is committed to the collective action. Its hosting of the second South Summit in 2005 confirmed its orientation in this regard. The Doha Summit was an important milestone reflecting my country's active participation in the joint collective efforts . Qatar also hosted the first Arab Regional Forum for South-South Development in 2014, he added.

He pointed out that the State of Qatar continues to play its prominent and increasingly important role in providing development and relief assistance to many countries in the world facing economic and humanitarian crises and natural disasters, in addition to official development assistance.

Al-Mahmoud said that the State of Qatar looks forward to participating in the second high-level United Nations Conference on South-South Cooperation, in March 2019 in Buenos Aires and the third South Summit to be hosted by the Government of the Republic of Uganda in 2019. The Stat of Qatar will spare no effort to strengthen international efforts to achieve the common objectives of the International Community.
