The State of Qatar has underlined that the human rights situation in the occupied Palestinian territory and the occupied Arab territories, in light of the ongoing Israeli violations, require urgent efforts to reach a radical settlement for the Palestinian issue.
This came in a statement delivered by Reem Yousuf Al-Harami, member of the delegation of the State of Qatar participating in the 73rd session of the United Nations General Assembly, before the Fourth Committee of the United Nations General Assembly on item 55 entitled "Report of the Special Committee to Investigate Israeli Practices Affecting Human Rights Human Rights of the Palestinian People and Other Arabs of the Occupied Territories "at United Nations Headquarters in New York.
She said the reports before us under this item, like many other reports issued by the various United Nations bodies and international and human rights organizations, reflect a regrettable reality of violations of the rights guaranteed under international law to the brotherly Palestinian people and other Arab inhabitants of the occupied territories," she added. The report of the Special Committee reviewed the expansion of settlements and the excessive use of force, particularly in the context of the demonstrations on the Gaza fence, the use of administrative detention, the detention of children, the obstruction of the work of human rights defenders, in addition to exposure of Palestinian resources to the exploitation of illegal in violation of Palestinian sovereignty .
On the report of the Secretary-General on Israeli settlements, she emphasized that the establishment and expansion of settlements in the Occupied Palestinian Territory, including East Jerusalem, was prohibited under international law and had extremely adverse effects on the human rights of the Palestinians, as well as violations involving settler violence and the exclusive subordination of Palestinians to a restrictive system of planning, building permits and forced transfer, seizure of property and restriction of access to public services.
With regard to the report of the Secretary-General on Israeli practices, which focused in particular on the situation in Gaza, in view of the tragic humanitarian situation facing the Gaza Strip, including the continued closure of crossings and violations of international humanitarian law, international human rights law and the escalation of violence, the situation for more than ten years has a cumulative effect that undermines the ability of the Palestinian population to enjoy their human rights, she said .
She stressed that the human rights situation in the Occupied Palestinian Territory and the occupied Arab territories, in the light of continued Israeli violations, require urgent efforts to reach a radical settlement of the Palestinian question. She said that there is no doubt that this permanent, just and comprehensive solution requires serious negotiations between the Palestinian and Israeli sides on the basis of agreed terms of reference, United Nations resolutions, the Arab peace initiative and the roadmap for the establishment of a viable Palestinian state on the 1967 borders with Jerusalem as its capital and the end of the Israeli occupation of the occupied Arab territories, including the Syrian Golan and the occupied Lebanese territories, the immediate and complete cessation of settlement activities, the return of refugees and the restoration of the inalienable rights of the Palestinian people, with emphasis on the need not to prejudice the status of Al-Quds Al-Sharif as well as Islamic and Christian sanctities, especially Al-Aqsa Mosque. She referred to the resolutions of the General Assembly at its 10th emergency special session, the most recent of which was resolution 10/20 adopted last June with respect to ensuring Israel's respect for the provisions of the 1949 Geneva Convention relative to the Protection of Civilian Persons in Time of War, reaffirming the applicability of the Convention to the Occupied Palestinian Territory, including East Jerusalem, and other Arab territories occupied by Israel since 1967, as affirmed by the General Assembly in its resolution 72/85.
She reiterated the rejection of illegal Israeli practices in the occupied Syrian Arab Golan, which violate international law and Security Council resolutions, particularly resolution 497 and General Assembly resolutions, most recently resolution 72/88, stressing that Israel's decision to impose its laws and jurisdiction on the Golan is null and void and has no international legal effect.
Al-Harami reiterated Qatar's solidarity with Palestinian and Arab brothers in the Occupied Territories in demanding their rights and putting an end to all violations of these inalienable rights.
