Qatar Expresses Support to International Efforts to End Division in Libya

The State of Qatar has expressed full support to all international efforts especially the United Nations Support Mission in Libya (UNSMIL) aimed at ending the political division and moving towards uniting institutions and promoting and protecting human rights in Libya.

This came in a The State of Qatar's speech delivered by Third Secretary of the Qatar Permanent Mission to the UN Talal Al Naama during a public discussion on the report of the High Commissioner for Human Rights on the situation of rights in Libya, which was done under item 10 of the agenda of the Human Rights Council entitled "technical assistance and capacity building" during the 40th session of the UN Human Rights Council.

Qatar expressed deep concern towards the contents of the report on the continuous fighting between Libyan armed groups, the indiscriminate use of weapons and the targeting of civilians and the collapse of public services. As well as the absence of justice, the rule of law, the prevalence of arbitrary detention, torture and ill-treatment, the deterioration of the situation of illegal immigrants, the persistence of impunity and the inability of State institutions in Libya to ensure accountability.

Qatar stressed the need for all parties of the conflict in Libya to respect international human rights law and international humanitarian law and called on the international community and Office of the United Nations High Commissioner for Human Rights (OHCHR) to increase technical and technical assistance to Libya for the promotion and protection of human rights. In addition to providing the necessary support in line with the needs identified and requested by the Libyan Government to strengthen capabilities in order to face challenges, particularly terrorist groups, and the increasing waves of migration and economic deterioration.

In conclusion, the State of Qatar reiterated its support for the Government of National Reconciliation and the agreement of Skhirat and its results , calling on all Libyan brothers to end the state of division and reach a comprehensive political settlement without excluding any party and to proceed with completing the transitional phase through political, constitutional and electoral benefits, in order to preserve Libya's sovereignty and territorial integrity and realize the aspirations and demands of the Libyan people.
