Qatar: Equality, Prevention of Discrimination Are Stipulated in All Human Rights Covenants

The State of Qatar has underlined that equality and the prevention of discrimination are international obligations stipulated by all human rights covenants, and they are principles that form part of the basis of the rule of law, and therefore any form of impunity of crimes committed with motives dictated by racist and discriminatory attitudes, plays a role in weakening the rule of law and encourages the recurrence of such crimes and exacerbates their repercussions, as it negatively affects stability, security and peaceful coexistence.

This came in a statement of the State of Qatar, delivered by HE Ambassador Ali Khalfan Al-Mansouri, Permanent Representative of the State of Qatar to the United Nations Office in Geneva, during the session of the urgent discussion on "current violations of human rights based on racism, systematic racism, police brutality and violence against peaceful protests."

HE Ambassador Al-Mansouri expressed the State of Qatar's principled position against and deploring all racist practices that are based on racial discrimination, regardless of the perpetrators, the location of their commission, and the identity of their victims.

His Excellency noted that many of the tragedies that the world is witnessing today its main source are discriminatory racist practices that affect certain groups in society based on their nationality, ethnic origin, or even their religion ... saying that, despite the efforts made decades ago, to establish the principles of tolerance and equality, the phenomena of intolerance, racism and discrimination have recently re-emerged and spread throughout the world.

He added, "Not long ago, violations of their rights are experienced by migrants, refugees and minorities on a daily basis, including their right to life due to hate speech against them and hostile attitudes towards them by a number of extremist parties, and some political figures, in order to achieve political gains, under very complicated international economic, social and political conditions

HE Ambassador Al-Mansouri noted that, "out of our firm conviction that racism and racial discrimination constitute a violation of the purposes and principles of the United Nations and the Universal Declaration of Human Rights, and a clear violation of all human rights conventions, this Council is more concerned than any other mechanism to take effective measures against these practices and it is not enough to just denounce and condemn them. "

His Excellency called on all States to share their positive experiences in eliminating racism and racial discrimination, and also encouraged to take specific measures such as strengthening means of oversight of discriminatory racist practices, as well as to enhance ways of reporting, remedies and compensation, and to include training programs and teaching curricula in the military and security and police institutes covering articles on human rights principles, especially those related to equality and the prevention of discrimination, and finally the establishment and strengthening of effective accountability mechanisms and the prevention of impunity of perpetrators of these crimes and violations to prevent their recurrence.
