Qatar Affirms Commitment to Develop Legislation in Intellectual Property

The State of Qatar has affirmed that it is continuously seeking to develop its national legislation in line with international developments in the field of intellectual property, guided by the World Intellectual Property Organization (WIPO) to achieve its goals of sustainable development and knowledge-based economy.

In a statement of the State of Qatar delivered during the 59th session of the Assemblies of the Member States of WIPO at its headquarters, HE Permanent Representative of the State of Qatar to the United Nations in Geneva Ambassador Ali Khalfan Al Mansouri said that the State of Qatar, which is still facing measures contrary to international conventions relating to intellectual property and others, is fully aware of the importance of a global system that protects the intellectual property rights of its citizens and the citizens of all Member States.

HE Ambassador Al Mansouri stressed the State of Qatar's support for all efforts exerted by the members of the Organization, in order to strengthen international protection through appropriate legislation, which WIPO forms as the basis for its launch.

He called on all members to be positive and flexible in order to conclude the current negotiations on the protection of broadcasting organizations and to agree on the provisions of the multilateral agreement that will ensure international protection of the rights of broadcasting organizations. He added that the State of Qatar is ready to host the Diplomatic Conference on the signing of the agreement , if approved by the Organization.

On the other hand, he expressed support for the efforts exerted by Member States to agree to convene a diplomatic conference to adopt a design law treaty at the end of the first half of 2020.

HE underlined that the selection of host countries for WIPO External Offices should be in a consensual manner among the members and in accordance with the principle of unanimity applied within the Organization, so that the host country would be politically stable and enjoy good relations with all States in its territory, and should respect the rules of intellectual property protection and support and promote international cooperation to ensure that its services are provided without discrimination to all States in its territory.

HE Qatar's Permanent Representative to UN in Geneva Ambassador Ali Khalfan Al Mansouri stressed that the State of Qatar is keen to start working with all members for the Organization's success, adding that today, the role of intellectual property in supporting development projects by stimulating innovation, supporting modern industries and increasing commercial activity is becoming increasingly important.
