Qatar's Ambassador to US: Eradication of Terrorism Begins with Good Governance

Washington/Information Office/ 17 June 2015/ HE Qatar's Ambassador to the United States Mohammed Jaham Al-Kuwari has reiterated that the eradication of terrorism is a long and complex process that first begins with good governance, civil rights and education. This came as HE Qatar's Ambassador to the United States participated in a seminar on 'relations between Qatar and the United States and the regional situation', held by World Affairs Council in Seattle in Washington State, and attended by a number of researchers and those interested in Arab-American relations. Addressing the seminar, HE Al-Kuwari touched on multiple issues including the future of US- Qatar relations, a political review of the Arab Spring, the Yemeni situation, the war in Syria, Iraq, and the rise of the "Daash" organization. He commended the setting up of 'Qatar-Katrina' Fund, the efforts to rebuild the city of New Orleans, and the provision of financial support to local organizations with a focus on education, housing and health care, referring to his meetings with civil society officials, students and citizens who benefited from the project during his last visit to New Orleans. He stressed that the provision of humanitarian assistance is an integral part of the culture of the State of Qatar and its diplomacy. HE the Ambassador added that Daesh organization cannot be defeated overnight through military action, pointing out that the eradication of terrorism is a long and complex process that first begins with good governance, civil rights and education. HE Al-Kuwari added: 'On one hand, Iraq provides us with an important lesson about the transformation of sectarian unrest to violence, and the possibility that national reconciliation can be a step towards the fight against violence and terrorism on the other hand,' stressing on the need to involve Sunnis in the political process which depends on the Iraqi government's readiness and ability to do so. While pointing to the US influential role in this regard, he said that the Gulf Cooperation Council member states can play a positive role in pacifying the Sunni tribes and factions and redirecting their energies to building the state. He at the same time stressed the need to stop outside interference in Iraq's internal affairs. On Syria, HE Qatar's Ambassador to the United States said that the overthrow of the Assad regime is the first step towards a solution in Syria, pointing out that, given the reality on the ground, this is inevitable. HE Al-Kuwari added that the regime survival means the continuation of violence in this country, and that regime change is a prerequisite in national reconciliation. Talking about Qatar's participation in the military operation in Yemen as part of a regional and international effort to restore stability and legitimacy to this country, HE the Ambassador said that the process enjoyed widespread support and is designed to stop foreign intervention in Yemen, rebuild the state and involve all people in the national dialogue, while terming the Geneva meeting as an important step in this direction. On Qatari diplomacy at the political and humanitarian levels, HE Al-Kuwari pointed to Qatar mediation efforts in regional conflicts in the political field, and its mediation efforts to release foreign hostages held in the regional conflicts on compassionate grounds, stressing that Qatar's success attributed to its neutrality and effective diplomacy. On the 2022 World Cup, HE the Ambassador said that the FIFA World Cup 2022 will be held in Qatar will be a great success, stressing that the recent issues concerning FIFA have nothing to do with the Qatari bid. He regretted the politicization of the debate to the point of accusing Qatar of corruption and misconduct without any concrete evidence, pointing out that Garcia's report cleared Qatar of any wrongdoings, and stressed that the State of Qatar fully cooperated with the investigation and expressed its readiness to continue this cooperation. HE the Ambassador said the issue of foreign workers in Qatar was exaggerated by the media, noting to measures taken by the Ministry of Labor to promote labor reforms and legislation.
