Qatar Stresses: 'The Rule Of Law is a Prerequisite For Promotion of International Peace and Security'

New York/Information Office/07 October 2016/ The State of Qatar stressed that respect of the Rule of Law and its establishment in all levels of life is an indispensable foundation for the achievement of international peace and security. This came during the statement of the State of Qatar's delegation delivered by member of Qatar's delegation to the 71st Session of the Unite Nations General Assembly (UNGA), Asma Jumaa Al Sulaiti, before the Sixth Committee Debate on 'Rule Of Law At The National And International Levels.' Al Sulaiti said the international community stressed in its declarations and resolutions the need for a clear legal framework for the integration of the Rule of Law in all aspects of life at international, regional and national levels. She added that the commitment to the Rule of Law is among the core responsibilities of the states at the national and international levels, within human rights protection, development, social justice and the fight against extremism and terrorism. She pointed out that strengthening international peace and security depends to what degree the States have succeed to respect and follow up the implementation of the relevant Rule of Law's legal frameworks aimed at establishing an environment aimed at achieving the purposes and objectives of the Charter of the United Nations. At the national level, the implementation of the Rule of Law would not only provide legal equity but it also supports improving economic opportunities for all and contributes to providing a favorable environment for sustainable livelihoods and poverty eradication, Al Sulaiti added. The integration of the Rule of Law at national and international levels is a priority for the international community and is a prerequisite for the realization of this principle, she said, noting that the international relations must be subject to the Rule of Law on the basis of equality, mutual respect and cooperation between countries. The State of Qatar, which strongly believes in the principle of the Rule of Law, was keen to abide by this important principle and has adopted it at the national level as a cornerstone to achieve equality and justice among the citizens and promote good governance and the Rule of Law. Al Sulaiti stressed that the State of Qatar believes that the rule of law is a prerequisite for the promotion of international peace, security and development, so it has been and remains a partner with the international community to work and cooperate in accordance with the principles of the Charter of the United Nations and International Law to implement declarations and commitments relating to the Rule of Law. The State of Qatar was keen to ensure that there is clear national legal frameworks for the realization of the Rule of Law, which are consistent with international law and in accordance with the Declaration of the High-level Meeting of the General Assembly on the Rule of Law at the National and International Levels, which stresses that the rule of law applies to all States equally and that respect for and promotion of the rule of law and justice should guide all of their activities and accord predictability and legitimacy to their actions, she explained. As part of the State of Qatar's contribution in the promotion of the rule of law in the Arab region, the Rule of Law and Anti-Corruption Centre in Doha which was founded in 2012 in cooperation with the United Nations, exerts great efforts to promote the principle of the rule of law at the regional level, through the organization of seminars and training workshops for countries in the region, Al Sulaiti went on saying. The State of Qatar has also strengthen the work of national institutions working on the implementation of the principle of the Rule of Law, including the Administrative Control and Transparency Authority, she added. The competent authorities in the State of Qatar continue to review and develop national legislations to ensure compatibility with the international conventions in which the State of Qatar is a party, and ensure their compliance with the provisions of the Qatari Constitution which stipulates the separation of the three powers and ensures respect of public rights and freedoms along with the national legislation, which should be applied to all people equally, Al Sulaiti concluded.
