Qatar : Imposing Fait Accompli on Occupied Syrian Arab Golan Would Undermine Efforts to Achieve Comprehensive Peace in Middle East

New York/Information Office/ 19 April 2016/ The State of Qatar has stressed that any attempt to impose a fait accompli on the occupied Syrian Arab Golan is not in contradiction only with international law and UN Security Council resolution 497 (1981) and of the annual General Assembly resolutions , but it is null and void and has no legal effect and would undermine efforts to achieve a comprehensive peace in the Middle East. This came in Qatar's speech delivered by HE Ambassador Sheikha Alia Ahmed bin Saif Al -Thani, the Permanent Representative of Qatar to the United Nations, before the open debate of the UN Security Council meeting on the situation in the Middle East, including the Palestine question, held at the headquarters of Nations United in New York. HE Sheikha Alia pointed out that the increasing and diverse challenges facing the world imposed on parties to conflicts to abide by the provisions of international law, international humanitarian law and international human rights law, as well as to work to ease tensions that made more disastrous to international peace and security implications. She noted that the UN Security Council goal was to achieve a lasting and comprehensive peace worldwide, including the Middle East issue. She called for putting an end to violations and illegal practices of Israel by ending the occupation and settlement and put an end to the crimes of Israeli settlers and to hold accountable the perpetrators, and stop all other illegal practices against the sanctity of religious shrines, killing of Palestinian civilians, detention and confiscation of land and demolition of their homes and depriving them of basic resources. HE Sheikha Alia explained that the settlement of the Palestinian issue would only be in accordance with the standards and principles unanimously approved by the international community, namely on the basis of two-state solution and the establishment of the viable independent State of Palestine on the 1967 borders and Jerusalem as its capital, living side by side with Israel in peace and security, and in line with the relevant UN Security Council resolutions, including resolutions 242 and 338, and the Arab peace initiative, as well as the return of refugees, the recovery inalienable rights of the Palestinian people by putting an end to Israeli occupation of all occupied Arab territories, she added. She pointed out that in recognition of the State of Qatar to the importance of the reconstruction of the sector and its positive impact on the peace process, Qatar pledged to submit billion dollars for the reconstruction of Gaza's efforts, and in fulfillment of that pledge, Qatar completed construction of 1060 housing units in the city of HH Sheikh Hamad bin Khalifa Al -Thani, and work is underway for the completion of construction of 1200 housing units, in addition to the establishment of HH Sheikh Hamad bin Khalifa Al Thani Rehabilitation and prosthetics Hospital, and the implementation of 45 projects internal roads in Gaza Strip. On the Syrian affairs, HE Ambassador Sheikha Alia made it clear that despite the international community's efforts, and representatives of the International Group for Syria's support, in order to achieve a cessation of hostilities agreement, which was approved by the UN Security Council in its resolution 2268 (2016), but the Syrian regime insists on continuing violations and attacks against civilians and by using indiscriminate weapons and committing massacres. She stressed that the only guarantee to stop the violence in a sustainable manner is fully implementation of resolution 2254 which confirms that the only lasting solution to the crisis is through a unanimous political process led by Syria to meet the legitimate aspirations of the Syrian people, with full implementation of the Statement of Geneva, and establishing a transitional ruling body to be empowered with full executive powers to demand for release of detainees and the lifting of the blockade and allow humanitarian access.
